Regarding the list of visa waiver agrrements, Serbian citizens do not need a visa to travel to Hungary.
Other third country nationals, who are not on this list shall apply for a Schengen Visa in order to travel to Hungary and/or to other Member States. Please note, that according to the Regulation (EC) No. 810/2009 of the European Parliament and of the Council of 13 July 2009 estabilishing a Community Code on Visas (Visa Code) Article 6, an application may be accepted from a person legally present – but not residing – in the jurisdiction of the consulate where the application is submitted, if he can justify why the application could not be lodged at a consulate in his place of residence. It is for the consulate to appreciate whether the justification presented by the applicant is acceptable. It means that third country nationals have to be in a possession of a valid Serbian residence permit.
A Schengen Visa authorizes the bearer to a single, double or multiple entries and, in case of an uninterrupted stay, to a stay of maximum 90 days, while in case of an interrupted stay, to a stay of altogether maximum 90 days within 180 days counted from the date of the first entry.

2. When to apply at the Hungarian Embassy in Belgrade?
a) if your sole destination is Hungary,
b) if the visit includes more than one destination, but the main destination of your travel is Hungary in terms of the length or purpose of stay,
c) if no main destination can be determed, if you enter the Schengen Zone at the Hungarian-Serbian border.
If the purpose of the visa is transit:
a) if you transit through only Hungary,
b) in case you tranzit throught more than one Member State, but the first one is Hungary.

5. The decision making process takes usually a week.
According to the Visa Code Article 23, the decision making period is 15 calendar days, which can be extended up to 30 or 60 calendar days.
6. In case of rejection: If the visa application is rejected, the applicant can appeal withing 8 calendar days counted from the reception of the rejection. The appeal shall be submitted in written at the Consular Section. Further supporting documents can be attached.
The decision is made in 15 days by the Minister of Foreign Affairs and Trade of Hungary.
